Founded in 1991, the Ministry of Culture and Strategic Communications of Ukraine is primarily responsible for the development and implementation of cultural policies in the country, including the promotion and preservation of Ukraine's cultural heritage. While the Ministry of Culture and Information Policy of Ukraine does not have a direct role in higher education, it collaborates with universities and other educational institutions to promote the study of Ukrainian culture, history and the arts.

The Ministry of Culture and Strategic Communications of Ukraine supports various educational and research programs that aim to promote Ukrainian culture and history. For instance, the Ministry provides funding for research projects on Ukrainian history and culture and supports the development of curricula and educational materials related to these subjects. Additionally, the Ministry collaborates with universities and other educational institutions to organize cultural events and exhibitions and to provide opportunities for students and scholars to engage with Ukraine's rich cultural heritage.

In recent years, the Ministry of Culture and Strategic Communications of Ukraine has also launched initiatives to promote the development of the creative industries in the country. This includes providing support for artists and cultural entrepreneurs and collaborating with universities and other institutions to develop programs and initiatives that promote innovation and entrepreneurship in the arts and cultural sectors.

Considering all this, according to uniRank while the Ministry of Culture and Strategic Communications of Ukraine does not have a direct role in higher education, it collaborates with universities and other educational institutions to promote the study and preservation of Ukraine's cultural heritage and to support the development of the creative industries in the country.
