Introduction

- HEEACT Coordination: Acting on the MOE’s mandate, HEEACT evaluates HEIs through comprehensive institutional and program-level reviews. It has evaluated over 80 institutions and 3,000 programs since 2005.
- Institutional Cycles: Currently administering the third institutional accreditation cycle (2023–2025), HEEACT uses four core criteria—governance, teaching professionalism, student outcomes, and social responsibility—to assess institutional quality.
- National QA Evolution: Taiwan’s QA model has progressed through three developmental stages: accountability (2005–2012), autonomy/self-accreditation (2012–2017), and internal QA culture (2017–present).
