Overview

The Ministry of Education, Science and Technological Development of the Republic of Serbia (Serbian: Министарство просвете, науке и технолошког развоја Републике Србије, abbreviated MPNTR) is the central government body responsible for overseeing and regulating Serbia's education system, scientific research and technological development. Established in 2001, the ministry plays a crucial role in shaping national education policies, accrediting institutions and promoting innovation in higher education.

Role in Higher Education

The ministry is the primary authority governing higher education in Serbia. It ensures the implementation of the Bologna Process, which Serbia joined in 2003 and oversees the accreditation of universities, colleges and study programs. Higher education in Serbia is structured into three cycles:

  • First cycle (Bachelor studies) – 3-4 years, 180-240 ECTS
  • Second cycle (Master studies) – 1-2 years, 60-120 ECTS
  • Third cycle (Doctoral studies) – minimum 3 years, 180 ECTS

The ministry allocates funding for higher education, with approximately 50.5% of students being "budget-financed" (having tuition fees covered by the state) as of 2021/2022. It also develops strategies such as the Strategy for the Development of Education in Serbia by 2030, which aims to improve accessibility, quality and relevance in higher education.

Accreditation and Quality Assurance

All higher education institutions in Serbia must obtain accreditation from the ministry before receiving an operating license. The National Council for Higher Education (NCHE), an independent body appointed by the National Assembly, establishes standards for accreditation and quality evaluation. The Accreditation and Quality Evaluation Commission, a working body of the NCHE, conducts evaluations of institutions and study programs.

The ministry works closely with:

  • The Conference of Universities of Serbia
  • The Students' Conference of Universities of Serbia

These consultative bodies play important roles in higher education governance and policy-making.

International Cooperation and Research

The ministry actively promotes international cooperation in education and research. It participates in European Union framework programs and supports student and faculty mobility. The department for International S&T Cooperation manages activities related to research and technological development on both EU and international levels.

In the field of scientific research, the ministry:

  • Develops policies and strategies for scientific and technological development
  • Supports research in natural sciences, social sciences and humanities
  • Promotes innovation and technology transfer to the economy
  • Develops scientific information systems and infrastructure

  • Institute for the Advancement of Education
  • Institute for the Evaluation of the Quality of Education and Upbringing
