Established in 1961, the Ministry of Higher Education and Scientific Research of Iraq is a government ministry responsible for the development and regulation of higher education and scientific research in Iraq. Its mission is to promote and support high-quality education and research, foster innovation and entrepreneurship and enhance the skills and capabilities of the Iraqi workforce.

The ministry is responsible for formulating policies, strategies and plans for higher education and scientific research in Iraq. It also regulates and monitors the quality of higher education institutions and programs in the country, ensures that they are aligned with the needs of the labor market and promotes internationalization and collaboration with institutions abroad.

In addition, the ministry provides financial support and scholarships to Iraqi students to study abroad, promotes scientific research and development and supports the transfer of technology and knowledge from academia to industry.

Many universities and academic institutions have been damaged or destroyed and many students and scholars have been displaced or unable to continue their studies.
