The Finnish Education Evaluation Centre (FINEEC; Kansallinen koulutuksen arviointikeskus) is Finland’s independent national authority responsible for evaluating education from early childhood care to higher education. Operationally, FINEEC is led by a Director and a Secretariat organised into four units: General Education & ECEC; Vocational Education; Higher Education & Liberal Adult Education; and Development Services. With offices in Helsinki and Jyväskylä and approximately 50 staff, FINEEC reports to the Ministry of Education and Culture via its presence within EDUFI but retains statutory autonomy in decision-making and methodology.

  3. Engineering programme accreditation (EUR‑ACE): an optional, fee-based accreditation scheme that meets European standards for engineering education.

The HEIs are legally required—under the Universities Act and the UAS Act—to participate in external evaluation periods, but are free to choose FINEEC or an alternative external provider.

5) International Cooperation and Network Memberships

FINEEC is a registered member of the European Quality Assurance Register for Higher Education (EQAR) and a full member of the European Association for Quality Assurance in Higher Education (ENQA). It is also authorised by the European Network for Accreditation of Engineering Education (ENAEE) to award the EUR‑ACE label. FINEEC contributes to European and OECD education initiatives and has undergone three successful external reviews—by ENQA and OECD—to renew its compliance with international quality standards.
