The Ministry of Public Education of Costa Rica (Ministerio de Educación Pública, MEP) is the central government body responsible for overseeing and regulating the education system in Costa Rica, from primary to higher education. Established on August 10, 1949, under Law No. 1362, it succeeded the former Secretariat of Public Instruction (created in 1869) and became a cornerstone of Costa Rica's post-1948 abolition of its military, redirecting national resources toward education. The MEP operates as part of the executive branch, governed by an appointed Minister and supported by three Vice-Ministries: Academic Affairs, Institutional Planning & Regional Coordination, and Administrative Affairs.
Founded in 1949, the MEP emerged as part of Costa Rica's constitutional commitment to universal education. Its creation marked a shift toward centralized management of the country’s previously fragmented education system. Over the decades, it has expanded its role to include curriculum standardization, teacher training, and infrastructure development, despite challenges such as the 2018 fiscal reform protests that led to nationwide teacher strikes.
The MEP upholds Costa Rica's constitutional mandate to provide free, compulsory education from preschool through secondary levels, supported by annual public spending of at least 8% of GDP. Its operations are guided by the Organic Law of the MEP (Ley 2160) and the Fundamental Law of Education (Ley 1362), which empower it to oversee curricula, infrastructure, student nutrition programs, and digital learning initiatives.
The MEP is structured under three Vice-Ministries:
Affiliated bodies include CONESUP (private higher education oversight), SINAES (accreditation), and CENAREC (inclusive education).
The MEP manages Costa Rica’s public education system from kindergarten through secondary school, emphasizing bilingual education (targeting national proficiency by 2040), STEM, and digital literacy. Key programs include:
While Costa Rican universities enjoy autonomy, the MEP influences higher education through:
The MEP endorses SINAES standards and promotes alignment with global best practices (e.g., INQAAHE, CHEA membership).
The MEP collaborates with CONARE (public university rectors) to administer FEES, a public fund for university operations, scholarships, and infrastructure. Priority is given to economically disadvantaged students.
The MEP’s Educ@tico platform provides digital resources, while programs like digital backpacks and sustainable school environments promote equity. Inclusive education policies accommodate diverse learning needs.
The MEP partners with global organizations to align curricula, teacher training, and accreditation with international standards, leveraging SINAES’s ties to CHEA and INQAAHE.
Costa Rica’s education system boasts a ~94.8% literacy rate, reflecting the MEP’s success. Accreditation of 250+ programs through SINAES enhances global competitiveness, while CONESUP ensures institutional accountability.
The MEP is the architect of Costa Rica’s equitable and globally recognized education system. Through its oversight of basic and higher education—supported by SINAES, CONESUP, and CONARE—it ensures quality, accessibility, and alignment with international benchmarks.
