Overview

The Bundesministerium für Frauen, Wissenschaft und Forschung, Österreich - BMFWF (Federal Ministry for Women, Science and Research of Austria) is a central governmental body of the Republic of Austria, headquartered in Vienna. It is responsible for coordinating and developing higher education policy and overseeing universities and universities of applied sciences.

Role in Higher Education Supervision and Development

The BMFWF plays a pivotal role in steering and ensuring the quality of Austria's higher education system. It enters into performance agreements with public universities every three years, which, in addition to a global budget, set specific objectives in areas such as examination activity, student-to-staff ratios and academic personnel.

Furthermore, the BMFWF coordinates the development of the Austrian Higher Education Plan, a comprehensive strategy that encompasses all four sectors of the higher education landscape—public universities, universities of applied sciences, teacher education colleges, and private universities—with the aim of facilitating coordinated development of the higher education system.

Responsibilities in the Higher Education Sector

The BMFWF is responsible for:

  • Matters concerning public universities, including economic aspects and the federal government's cost-sharing in the establishment, design, and operation of university hospitals.
  • Matters concerning private universities and universities of applied sciences (UAS degree programs).
  • Matters concerning scientific research, including central institutions such as the Austrian Science Fund, GeoSphere Austria – Federal Institute for Geology, Geophysics, Climatology, and Meteorology, Institute of Science and Technology Austria, Ludwig Boltzmann Society – Austrian Association for the Promotion of Scientific Research, Austrian Academy of Sciences, and the OeAD-GmbH – Agency for Education and Internationalization.
  • Matters concerning scientific vocational training, education, and continuing education.
  • Matters concerning scientific libraries, documentation, and information services.
  • Matters concerning student representation and study grants and scholarships.
  • Matters concerning student cafeterias and the promotion of student housing construction.
  • Matters concerning scientific collections and institutions.
  • Matters concerning scientific research and international scientific mobility programs, the European Research Area, and European framework programs.
  • Matters concerning the Research, Science, Innovation, and Technology Development Council.
  • Life sciences and the promotion of alternative methods to animal testing.
  • Matters concerning scientific foundations and funds.
  • Matters concerning the Austrian Science Fund.
  • Matters concerning adult education.
